Megas XLR was written off as a financial failure wasn't it? Do reboots fall under that because they are lcegally not allowed to play reruns of the original.

Not sure if a reboot would or wouldn't fall under that.
But it would be illegal for cartoon network to play any old epiodes of megas XLR on any channel they own.
