I don't think you understand. Pikachu is the mascot. The MOST lovable pokémon. Mimikyu is a ghost. Probably a scary one. It supposedly curses people with disease, and is weak to sunlight. It just wants to be loved and it sees how much people love pikachu. So it makes itself look like one.
